The MAGURA USV, the Ukrainian naval drone credited with reshaping modern maritime warfare, is heading for American production lines. UFORCE, the Ukraine-origin, UK-based autonomous systems defense technology company that exclusively manufactures the MAGURA family, announced on July 21, 2026 that it has signed a memorandum of understanding with RECONCRAFT, a leading manufacturer of combatant craft for Special Operations forces. The signing followed a ceremony hosted by the Embassy of Ukraine in the United States, and the announcement was issued jointly from London, Kyiv, and Washington.
Under the agreement, UFORCE USA and RECONCRAFT plan to build what the companies describe as the world’s most capable autonomous surface vessels as part of the Arsenal of Freedom. UFORCE has also entered the U.S. Drone Dominance competition and related programs alongside RECONCRAFT, positioning the pair to compete for a central role in the American military’s ongoing shift toward unmanned and autonomous systems across every domain.
MAGURA USV Combat Record in the Black Sea
Few unmanned platforms carry a battlefield resume like the MAGURA USV. According to UFORCE, the family of autonomous surface vessels holds one of the most impactful and reliable combat records in modern maritime warfare and contributed to the destruction of more than a dozen Russian warships in the Black Sea. The company also credits the drones with helping drive the Russian Navy from those waters entirely.
The platform’s achievements are not limited to sinking ships. UFORCE states that its portfolio includes the first autonomous surface vessel to successfully down manned helicopters and fighter aircraft in combat, a capability the company details on its naval drone platform page alongside the rest of its maritime lineup. Through the partnership, UFORCE will work to make its combat-proven full-stack aerial, maritime, and ground unmanned systems available to the United States, together with advanced autonomy software and command-and-control technologies.
Sean Plankey to Lead the American Initiative
The effort will be led by the chief executive of UFORCE USA, Sean Plankey, who brings deep experience in American national security and maritime operations to the role. Plankey most recently served as Senior Advisor to the Secretary of Homeland Security, where he oversaw the United States Coast Guard, and he was twice nominated by the President of the United States to lead the Cybersecurity and Infrastructure Security Agency.
Oleg Rogynskyy, CEO of UFORCE, framed the deal as a response to what current conflicts have made clear about the future of warfare.
“Today’s combat environments show that autonomous warfighting capabilities are a must-have. UFORCE is exceptionally positioned to deliver capabilities already tested by some of the world’s most sophisticated militaries under the most demanding battlefield conditions. Through this partnership with RECONCRAFT, these combat-proven capabilities will become available to the U.S., combining Ukrainian battlefield innovation with American manufacturing excellence.” Oleg Rogynskyy, CEO of UFORCE
Plankey echoed that view, saying the partnership demonstrates what is possible when American manufacturing and combat-proven innovation come together. He added that working with RECONCRAFT will help ensure these proven autonomous capabilities become available to the U.S., calling the arrangement exactly the kind of industrial partnership the Arsenal of Democracy is designed to enable.
RECONCRAFT Brings American Manufacturing to the Deal
RECONCRAFT is the leading designer and manufacturer of combatant craft for U.S. and Foreign Partner forces. The company’s global headquarters and primary manufacturing campus sits in the Portland, Oregon area, where its team produces sophisticated manned and unmanned vessels across multiple Programs of Record. That existing production base gives the MAGURA USV a ready pathway into American shipyards rather than a program built from scratch.
“RECONCRAFT is building multiple combatant craft platforms trusted by U.S. and Partner Special Operations Forces in the world’s most demanding environments. Partnering with UFORCE combines our manufacturing expertise and capabilities with the combat-proven autonomy of the MAGURA platform, allowing us to deliver greater capability to American warfighters faster than developing a new system from the ground up.” Joe Silkowski, Co-Founder of RECONCRAFT
UFORCE itself was built to unify and scale the world’s most battle-proven autonomous systems, bringing nine leading Ukrainian defense technology developers and manufacturers together into a single company registered in London with operations in Ukraine. Its full-stack platform spans aerial, maritime, and ground unmanned hardware, advanced autonomy software, and command-and-control solutions, while UFORCE USA operates as a wholly owned American subsidiary. By pairing Ukrainian frontline innovation with Western capital, governance, and global distribution, the company aims to deliver next-generation autonomous defense capabilities to allied militaries. With RECONCRAFT now on board, the most combat-tested naval drone of the current era has a route to being built on American soil.
